RFP No. 2026-01 - Professional Translation and Interpretation Services
 The Louisiana Gateway Port Authority (LGP), operating as the Plaquemines Port Harbor and Terminal District, is requesting proposals from qualified firms to provide professional translation, interpretation, and language accessibility services. This contract supports LGP’s compliance with Federal Transit Administration (FTA) regulations, Title VI obligations, and ADA accessibility standards for ferry operations and port administration. 
 

Scope of Services

The selected vendor will ensure meaningful access for individuals with Limited English Proficiency (LEP) through the following:

  • Written Translation: Translating "vital documents" and outreach materials into Spanish and Vietnamese (minimum).
  • Accuracy Standards: Maintaining a minimum professional accuracy standard of 98%.
  • Oral Interpretation: Providing on-demand simultaneous and consecutive interpretation for public meetings, ferry terminals, and telephone inquiries.
  • Digital Accessibility: Ensuring all translated web content and digital documents meet WCAG 2.1 AA standards.
  • Emergency Response: Delivering rapid translation/interpretation within 2–4 hours during weather events or ferry service disruptions.

Public Notice: ITB - M/V Pointe a La Hache Generator Engine Overhaul

The Louisiana Gateway Port is seeking bids from qualified vendors to provide pricing and services for a complete in-shop overhaul and dynamometer testing of specific vessel equipment. 

 

Scope of Work 

The project involves the overhaul of the following:

  • Equipment: Port and Starboard Generator Engines. 
  • Model: Detroit Diesel 4-71 (In-Shop Overhaul & Dyno Test). 
  • Parts Requirement: All parts must be certified Detroit Diesel replacement parts and meet OEM specifications.

  • Parts Requirement: All parts must be certified Twin Disc replacement parts and meet OEM specifications.

Public Notice: ITB - Westbank Ferry Landing Barge Maintenance

The Louisiana Gateway Port (LGP) is seeking bids from qualified contractors for cleaning and structural repair services for the Belle Chasse Ferry Westbank Landing Barge. 

Scope of Work

The project consists of the following primary tasks:

  • Water Jet Cleaning: Cleaning the interior of the barge area to remove all mud and debris. 
  • Patch Installation: Fabricating and installing a patch over an existing $10\text{ ft} \times 7\text{ ft}$ opening to prevent water, mud, or silt intrusion. 
  • Requirements: All materials must meet marine maintenance standards, and the patch design must be approved by a naval architect. 
  • Location: All work will be performed on-site at the Belle Chasse ferry landing; the barge will not be drydocked. 

Project Timeline & Impact

  • Duration: Work must be completed within 60 days (30 days for planning/materials and 30 days for on-site work). 
  • Operations: The contractor must ensure the work has minimal impact on ferry service whenever possible.
